I used the online e visa last year and within one day I received it. All I had to do was download theform, print it and staple it in my passport. I did bring an extra photo with me and they have separate e visas lines at the airport in Siem Reap. It was so easy and you did not have to wait on the long lines with the other people filling out their forms. I would use it again.
E-visa has some advantages and disadvantage, I didn't use e-visa while I was in Cambodia so I had waited less than 15 minutes to get visa done at the airport. My flight was not busy though so that is quick for me.
E-Visa: usually overnight processing, take two print outs, one needed for arrival, the second needed for departure, you save one page on your passport, fee is US$ 25 (which is US$ 5 more than VOA), make sure you use the Cambodian Govt Ministry of Foreign Affairs web site. http://www.mfaic.gov.kh/evisa/
Visa on Arrival: Fee is US$ 20, you use up one page in your passport, takes time depending on the crowd at the counter.
Some countries and/or airlines ask for visa before boarding, so in these cases the E-Visa helps. I had this experience in India, so the E-Visa was useful. Cambodia is not a widely travelled country, so the immigration official did not know about VOA. In contrast, Thailand, Indonesia and Hong Kong VOA are well known at Indian airports.

Again, I had the same experience, VISA is really, really quick at the Airport, I didn't see anyone trying to scam others.... I was lucky I suppose!
It's easy to buy your visa online in advance from the Cambodia Ministry of Foreign Affairs website (http://www.mfaic.gov.kh/evisa/). However, you can also buy it at the airport when you arrive. (The only downside to this is that you may have to wait in line for the visa to be processed at the airport.) The visa scams that I've heard of have happened on the Thai side of the Poipet border. If you buy your visa from the above website or from the officials at the airport, you shouldn't have a problem.
