Yes, we were at Kadriorg Palace a few weeks ago. We had purchased the Tallinn Card and it is good at the K.Palace. They issue head sets for the audio tour which was good. Yes, you can tour on your own. You will also need to visit the house of Peter the Great which is about 2 blks behind the K.Palace. You walk out back of the K Palace,up the steps in the garden and then back up the street to get to Peter the Greats house. You will pass the home of the President of Estonia.You will see armed guards in front of the house as you walk by. We rode Tram 3 from Freedom Square in Tallinn out to the Palace. You have to know which stop to get off. We had a college girl from Estonia with us so she helped locate the bus stop. But just ask someone. Then walk to your right once you get off Bus and you will begin to see the gardens of the Palace on the Right and the Palace is on the Left. YOu take a different bus on a different street to get back to Freedom square. So get a map at your Hotel that has the bus numbers on it.Or ask. Have your hotel write down the name of Freedom square in Estonia as it is the main place to catch a bus.
