Can you recommend a hotel in Tallin? It doesn't have to be luxurious, but clean, well maintained, private bath, and good beds in/near the tourist area.

Check out the guide, www.inyourpocket.com for the Baltics. This guide helped me so much when I visited Russia and the Baltics. I stayed at a place called Oldhouse guesthouse. Great if you don't have a car. Very clean but hall showers. Close walking distance to the old downtown. Great prices and great breakfast!
We stayed at the Reval Park Hotel, Kreutzwaldi 23 in 2003. I think it was rated *** and was clean & comfortable with ensuite. Directly across from a park and within easy walking distance of the old town. Tel +372 630 5305 & Fax +372 630 5315. Have a GREAT time!
My sister and I were in Tallinn in 1998, and stayed in the Hotel Rataskaevu, in the heart of the old city. It was a "closed" hotel in Soviet times, reserved for high-ranking Communist party officials. While it wasn't plush at that time, it was clean, inviting and spacious. And the location couldn't have been better!
Tallinn is one of my favorite cities. When there, I stayed at Viru hotel, which, while probably more expensive than what you're looking for, was very nice. Try the Hotel Schlossle in the center of the old town just off the main square. The hotel has around 25 rooms in a 600 year old building. I believe it is rated superior 1st class, costing about $150 USD, including a decent breakfast.
We stayed at the Radison last September. A little longer walk to the old city than some other hotels, but got a great rate from Radison's website. We got a senior rate with an automatic upgrade. Room great. I think we paid $125USD. Little mom & pop bar adjacent to hotel -great homemade soup, bread and Russian beer about $8.00USD for two! Tallin great city to visit and a true surprise after visiting Russian cities. Clean and modern in Tallin.
We just returned from a six-week trip to Poland, the Baltics, Finland and Sweden.
We stayed in apartments in most places. In Tallinn we used Ites Apartments (you can find them on the inyourpocket.com site) and stayed in a 1-bedroom apartment in Old Town Tallinn (no better place to be in Tallinn) for 50 Euros. They even met us at the bus station.
It included full kitchen facilities (e.g. stove, fridge, etc.), cable TV, clothes washer and stereo. Also included free local phone calls and free Internet hookup. We prepared our own breakfasts and most dinners in the apartment, allowing us to splurge on lunches in bars/cafes. Food and drink (sook & jook in Estonian) are very good AND very inexpensive.
When in Tallinn, I recommend going to the Beer House for good, cheap food (and micro-brewed beer). Also recommended are the soups and house beer at the Hell Hunt pub.
