The further you go South and East in the UK you will find the driest and sunniest weather.

That's true anytime of the year.

So the summer weather is usually better in the south east than in Cornwall for example?

Yes. But in the UK the weather is unpredictable.

Usually means "on average".

Cornwall can have 6 weeks of Summer Sun.

But no guarantees.

In 2007 the last Sunday in May it was 8 C and sleeting in Wiltshire -- so it just depends.
