The Parliament building opposite the Parc de Bruxelles is quite an elegant place, if you ignore the politicians squabbling in the Chamber of Representatives and the Senate -- bickering, after all, is part of the charm of democracy. You can enter only during sessions in either assembly (call in advance; they're usually Mon-Sat 10am-3pm). The entrance to the Chamber is at rue de Louvain 11; the entrance to the Senate is at rue de Louvain 7B. You can also call ahead to arrange a guided tour of the actual building.
