Estepona offers four of the top resorts along the Costa del Sol, the ultimate in (government-rated) five-star living. If you want the most idyllic, the most luxurious, and the grandest, stay at the Sofitel Las Dunas, although all of the top hotels are luxe all the way.
What's missing in Estepona are the cheap concrete block bunkers catering to package tours. If you're a frugal traveler who really wants "the beach on a budget," head for Torremolinos. It's not as grand, but it's a lot easier on your wallet.
