On the edge of the old town (a short walk or ride toward the beach), Hai Yen is a popular choice for big, budget tour groups. Slick diagonal black-and-white (or blue-and-white) tile decorates throughout, and rooms are big but have funky Chinese relief carvings, overly fancy curtains, and shiny polyester spreads. I'd give it an "A" for effort, but the general effect is kind of unsettling. The small pool is a surprise luxury in this price range. It's all a bit rough around the edges, but the staff is friendly and can help with any detail.
