An only partially restored synagogue dating from the late 1500s, the name refers to the prayer hall, which was traditionally situated on the second floor above street level. Even if you don't choose to go in, check out the ground floor bookshop, which has the city's best collection of books on Judaica, Jewish history, and the Holocaust. There's also an excellent collection of music CDs with traditional Jewish and klezmer music. A real treat.
