Philly swarms with jumbo-chain steakhouses, but this one rules them all. Sure, there are Prime Ribs in D.C. and Baltimore, but do they have a sunken dining room with black lacquered walls? Leopard-print carpeting and a showpiece piano bar? Okay, so The Prime Rib may not be unique, but it is old-school -- in the best possible way -- with indulgent creamed spinach, an oversize shrimp cocktail, and six preparations of potato.
