Aside from the restaurants listed, I would point you in the direction of a few that don't need a full review. For fish tacos and inexpensive seafood, try El Oasis, on Calle 12, between avenidas 5 and 10 (no phone). For delicious quick food in an informal surrounding, try Los Burritos del Gordo (no phone) on Avenida 15 between Calle 10 and Calle 10 Bis. The owners (from Guadalajara) make these outrageous burritos with carne asada -- cheap and delicious. For arrachera (fajita) tacos, the place to go is Super Carnes H C de Monterrey (tel. 984/803-0488) on Calle 1 Sur between avenidas 20 and 25.
