This is Portland's best bet for a quick, cheap, and filling nosh. Located beneath a parking garage (just off Temple St.), Federal Spice is a breezy, informal spot with limited dining inside and a few tables outside. You'll find quesadillas, salads, and soft tacos here, along with great wraps full of inventive, taste-bud-awakening stuffings (the curried coconut chicken is my favorite). The yam fries are excellent and nicely accompany just about everything on the menu.
