Next door to a government building, this nine-floor structure dates from the 1980s but has seen improvements and rejuvenations since. Most of the rooms, painted in lime, range from small to midsize and are simply though comfortably furnished, with tiny bathrooms. Noise might be a factor in some of the rooms, and the place is utterly without style. But few customers complain when it comes time to pay the bill.
