Frommer's Review
This hotel is certainly not grand, but when it comes to personal, sincere service, the Radisson is a hands-down winner -- from the man who opens the door to the mother figure who presides over breakfast (incidentally the biggest and best in Bulgaria), to the wonderful snacks offered in the top-floor business center, you'll feel well and truly pampered. The facility, however, is an ugly, semicircular building on Narodno Sabranie square, but ideally placed: The pretty Parliament buildings, which are lit up at night, are opposite and the iconic Alexander Nevski Cathedral is a little farther beyond that. The reception area spills over into Flannagan's, a popular pub that attracts a raucous crowd of expats and Bulgarians on weekends. Pay the extra 10€ ($13) for a superior room, identical to a standard but with a Parliament view. Tip: Ask for the highest floor available.
Facilities:
Restaurant; bar; health and fitness center; travel desk; business center; conference center; 24-hr. room service; laundry service; dry cleaning

Frommer's ranks every hotel, restaurant, attraction, shop, and nightlife establishment it reviews for quality, value, service, amenities, and special features using a star-rating scale, an expression of the strong compare-and-contrast opinions that are a brand hallmark.
Other ratings provide stars based primarily on price and amenities; the Frommer's star rating is meant to quantify the kind of intangible, experiential elements that help travelers make informed decisions.
The "baseline" recommendation is zero stars--every hotel, restaurant, attraction, shop, and nightlife establishment that Frommer's chooses to review is recommended; otherwise, we simply wouldn't include it.
