This handsome and spacious restaurant, with large windows overlooking the sea, is always busy. Chef Rafi Cohen is regarded as one of the best in the country, and his ever-changing menu reflects a feel for French/Mediterranean cuisine heavily touched with the flavors of Israel. Everything is presented beautifully, but chopped and sliced into generous country textures. You might find lamb meatballs and Jerusalem artichoke cooked with turmeric and garlic, and served with whole hummus beans; or a more fusion-type dish such as potato gnocchi and tiny, scalloplike Brittany periwinkles in a sauce of butter, olive oil, and roasted tomatoes. The cold calamari salads and the risottos are excellent, as is the wine and dessert list. Considering the setting, view and the chef's reputation, prices are quite fair. It's pleasant if you dine early, but by 9pm, Rafael is usually crowded and noisy.
