Frommer's Review
Well located on a side street right off Ha-Yarkon, the City Hotel is part of the well-run Atlas chain and has pleasant, recently renovated public areas. Guest rooms are simple but comfortable, with 50-channel TV reception; at press time some were in the process of being redone -- updated rooms have plasma TVs. Some rooms have balconies. Corner rooms, markedly roomier and only a bit more expensive, are a good deal here, especially if there's an extra person in the room. The buffet breakfast here is a cut above most in this category.
Facilities:
Dining room; cafe; bar; business center; room service; laundry service; nonsmoking rooms

Frommer's ranks every hotel, restaurant, attraction, shop, and nightlife establishment it reviews for quality, value, service, amenities, and special features using a star-rating scale, an expression of the strong compare-and-contrast opinions that are a brand hallmark.
Other ratings provide stars based primarily on price and amenities; the Frommer's star rating is meant to quantify the kind of intangible, experiential elements that help travelers make informed decisions.
The "baseline" recommendation is zero stars--every hotel, restaurant, attraction, shop, and nightlife establishment that Frommer's chooses to review is recommended; otherwise, we simply wouldn't include it.
