Frommer's Review
This location of the famous Boston-based, family-run seafood empire is situated in the very heart of the Penn Quarter, directly across the street from the Verizon Center, where crowds throng for big-name concerts and basketball and hockey games. Before and after those events, you'll often find fans here, drawn to Legal's fresh seafood, comfortable atmosphere, and lively bar scene. An expansion in January 2009 added a racetrack-shaped bar, more seating in the dining room, and a nautical decor.
Legal's buttery-rich clam chowder is a classic. Critics praise the fluffy pan-fried Maryland lump crab cakes served with mustard sauce. You can have one of eight or so varieties of fresh fish grilled or opt for one of Legal's specialty dishes, like the baked Boston scrod or the New England fried clams. Other pluses: The restaurant offers a gluten-free menu for the allergic, and an unusual, award-winning kids' menu of steamed lobster, popcorn shrimp, and the like, each served with fresh fruit and vegetable.

Frommer's ranks every hotel, restaurant, attraction, shop, and nightlife establishment it reviews for quality, value, service, amenities, and special features using a star-rating scale, an expression of the strong compare-and-contrast opinions that are a brand hallmark.
Other ratings provide stars based primarily on price and amenities; the Frommer's star rating is meant to quantify the kind of intangible, experiential elements that help travelers make informed decisions.
The "baseline" recommendation is zero stars--every hotel, restaurant, attraction, shop, and nightlife establishment that Frommer's chooses to review is recommended; otherwise, we simply wouldn't include it.
