how should we approach the issue of taxi drivers and valid costs.  we cannot speak the language except for a few words.  any help would be appreciated.

Most Greeks you'll meet in the tourist industry speak quite decent to excellent English.  Greece gets loads of tourists, and very very few of them speak any Greek.  No need to worry.

The fare from the airport into the city is fixed by law at 38 euros, including everything (luggage, taxes, etc.).  The return fare isn't fixed, but will be similar.  Just make sure the driver starts the meter.  I didn't have any problem with this.

Do note that the above applies for a specific area in the city center, not anywhere to/from the city from/to Athens airport.

Just FYI:  Don't know about Greece, but both times we visited Spain, the taxi drivers that took us to the airport from our hotel tried to rip us off big time. Once in Madrid and once in Barcelona.

It takes only a few bad apples among the thousand of good ones out there for a segment of people to get a bad reputation.  I find that many taxi drivers in Athens lack a bit on the education and social skills part, but in general I do not find them dishonest. During recent years the vehicles are getting newer and cleaner and the drivers more educated, especially those serving the airport and the posher suburbs.
Just for piece of mind, when using taxi on the set rare route, I would ask something like "It is 38 euros, right?" or something like that so they know that you know and when you plan to use a taxi in the city center, ask hotel reception approximately how much a certain route cost. Be aware that if reception/you call a taxi, different companies charge an additional 3.5-7 euro fee for the privilege. If waiving a taxi on the road, make sure they put the meter on and during day time it is set on tariff 1. The easiest scam is to set taxi meter on tarif 2 (night time rates) and you will be charged about double the ammount you should charged.
It is quite rare nowadays, but sometimes tourists fall for the denomination scam too. For example fare is 10 euro and you pay with a 50 euro note and they insist you gave them a 10 euro note, so no change and they pocket the extra 40 euros or similar. Better to pay while your luggage has been out of the car and you are ready to leave, count your money carefully and if possible have small denomination notes or the exact fare readily available. If you are sure they try to scam you, take a photo or write down the vehicle's plates number and threaten to call the police. Usually this makes the trick.
I repeat that those kind of scams were more common 30 years ago than now but it takes only one bad person to have a bad experience, so forewarned is forearmed....

Like in every other country not all professionals are bad because someone maybe dishonest. Though if you want to be sure about your transfers specially form/to airports, ports or attractions is better to use transfer companies. Most of them are reliable can not ask you more than you have to pay either because the rates are on their sites, or because you have already pay in advance. Check the following link. They are honest, reliable, communicative and very good professionals in general.
