Out-of-Network ATM Fees Hit New High

Feel like withdrawing cash when you travel is getting more expensive? You're right. 

Without comprehensive consumer protection laws to restrain them, out-of-network ATM fees have hit new highs for the 10th year in a row, according to the 19th annual survey by Bankrate.
The average per-transaction cost of using an out-of-network cash machine is now $4.57. That's a combination of the charges levied by the bank transaction and by the owner of the ATM itself.
How to get around them? You could ask your bank if it has reciprocal agreements with other banks for no-fee transactions. You could also put your money in an account that promises to reimburse all ATM fees (something that banks without brick-and-mortar branches are more likely to offer).
You can diminish fees by taking out as much cash as you feel is safe. A $4.57 fee on a $20 withdrawal means you're paying another 23 percent of that transaction in charges. But taking out much more cash reduces the proportion of the sting.
Bankrate found that of the United States' major cities, the highest average ATM fee was in Phoenix: $5.07 per withdrawal. The lowest charge was in San Francisco, at $3.90.
