I like to take the bus up from Anji station for ¥10, do a short circuit around the mountaintop reservoir (with perhaps the world's largest dirty bathtub ring), make a short stop at the visitor center, and them make my way back down to Tian Huang Ping town by foot. In summer, the mountains are cool, with waterfalls jumping out in all directions. In winter, these same cataracts are frozen in time, hanging like huge abstract sculptures on the side of the road. Once you are through the tunnel (which always makes me want to burst into song) you can continue down to the guts of the power plant, for a look at the inner workings.
