The general rule in Saigon is that expensive hotels are located in the center around Dong Khoi, while budget hotels are located about a kilometer west of the center around De Tham. However, the Indochine is an exception—an affordable base near the town center. Of course, for these rates you don't get the raft of facilities associated with top-end hotels, but it has a great combination of location, comfort, and efficient service. There's a small restaurant and five different types of rooms, all of which are well-equipped but vary in size. At these rates, it's worth going for a deluxe suite, for which you'll get a comfy sofa in the living area and a big bathtub in the bathroom. If like most visitors to Saigon you plan to be out all day sightseeing, the Indochine makes a perfectly adequate base at a fraction of the cost of places like the Park Hyatt, a few steps up the road.
