When fast-growing Peruvian chain Casa Andina took over the defunct 18-level Hotel César in the heart of Miraflores, many were skeptical. The hulking building, which resembles a series of stacked boxes, had sat empty for several years and was in bad shape. What a wonder $15 million will do. Opened in 2008, the completely renovated property added an indoor rooftop pool with fantastic views, plus a small spa and art gallery. Though the hotel is part of the chain’s Premium level hotels, the rooms have already begun to feel a tad dated as newer hotels have quickly surpassed it. The location is great, a short walk from some of the best restaurants and nightlife in Miraflores.
