Interesting find!

The positive comments, bar one, are from satisfied customers whose comments are unrelated to the chip-and-PIN card. The one that is related looks forward to using it--and possibly having the disappointment suffered by the others who commented negatively.

I suspect that a lot of the unhappiness is related to the same issue that the State Department FCU card has: It is set up as a chip-and-signature priority, with the PIN being accessed only when used in a terminal that is a) unattended and b) has been set up to ask for a PIN in that circumstance. There are few of those...

That's my reason for recommending the USAA card: it is PIN priority, and works exactly as European-issued cards do.

Another option, by the way: Both SDFCU and Andrews issue pre-paid cards with EMV chip, and those are NOT signature-priority. But, of course, they need to be reloaded from time-to-time.
