Traffic violation in Lucca

We failed to pay a traffic violation in Lucca that we received more that 1 year after the date of the violation. Notice of the violation has since been submitted to a US collection agency who is requesting that we pay twice the amount of the violation. I am happy to pay the original ticket and late fee, but there is no way to send payment directly to the Lucca police now that the collection agency is involved. Collection agency is charging us an extra $200 in fees. Any advice?

How did you determine that there is no way to pay the original violation to the city of Lucca?  (Traffic fines are seldom paid to police, but to the courts or town hall.) Do you still have the paperwork of the first notice sent to you that you neglected to pay?

Just out of curioisity, what is the total amount you are happy to pay, and what is the amount  of the bill sent to you by the collection agency?

The question in my mind would be whether the collection agency is legit.  Have you established that?  I would not be happy to give any amount of money to people trying to fleece me. 

But if you have established that the collection agency is legit, and if you have also established that there is no way for you to settle the fine with Lucca without the middleman, then it is really Lucca that is charging you the cost of hiring the middleman to find you and motivate you to pay up.  It appears Lucca is refusing to pay those costs and I doubt the middleman will be open to working for free on your behalf to do the paperwork.

So then the question is how unhappy you will be if you don't resolve the issue and clear your name.  I do not know what the conseuqences of not resolving the issue will be if you wish to return to Europe or drive here.

If it's with a collection agency, it's unlikely Lucca will work with you at all.  Collection agencies pretty much "own" the debt they're collecting on. Whether or not you intend to return to Italy, your credit report is at risk if you don't pay.  Unfortunately, not everyone knows that it frequently takes a year for an Italian ticket to catch up to you, and many doubt they are legit and fail to pay.  It's a new wrinkle to me that Italian cities are turning their tickets over to collection agencies, but I suppose it was inevitable.
