Bucharest is an easy city to navigate and with the metro it makes getting around even better.  My suggestion (and what I did) was just research what you want to see there and mark it down on a map and create your own "walking tour".  Old town isn't too big, but that's a good starting location and some of the parliment buildings and museums are just outside of it if not a little bit of a walk.

Personally it's a fun city and some of the nicest features aren't on any 'tours' and you just stumble upon them.  It's one of the nicer cities I've been to as well in Europe so you shouldn't have a problem creating your own and feeling safe at the same time (in fact I've felt safer in Bucharest and Romania as a whole more than London and probably any other European City, East and West) which makes it a perfect walking city...

Oh and another note the Metro is pretty good and modern as well.  You can get all day passes to use as often as you want and that will take you to pretty much most of the things you probably would want to see...
