You should note that the least expensive airfares are usually between major cities, not to and from smaller towns. In these days of air travel focused on hubs (to the detriment of city pair flights), if you are flying to a small city somewhere, consider making a major airport near your destination your final travel point. Once there, you can rent a car or take other ground transport, such as a bus or train, to get to your where you want to go. If you were going to Heidelberg in Germany, you would fly into Frankfurt and then take the train, rather than trying to find an airport near Heidelberg, for instance.
