The local Grechetto di Todi white wine accompanies lunch just fine but is otherwise fairly nondescript. Any pasta served here alla boscaiola is likely to have a carbonara sauce of egg, cheese, and bacon with asparagus added.

That said, apart from the very nice but fairly pricey Umbria, good and affordable restaurant options in Todi proper are slim. If you're only passing through, you might want to do as the locals do and pick up a tasty slice of pizza and a Coke for 2.50€ at Rosso Pomodoro, at the western entrance of town on Piazza Jacopone 7. There are a few shaded tables outside where you can munch through your capricciosa and watch the small town happenings.
