Frommer's Review
Located on the 17th floor of the New Otani's main building with great views of the city, this revolving restaurant provides panoramic views and all-you-can eat buffets, primarily Chinese. The food, tasty and varied, consists of approximately 40 different items for lunch and 50 for dinner, and includes spicy Szechuan cuisine, dim sum, Japanese food, and freshly baked pizza. My only complaint is that the restaurant revolves at such breakneck speed -- making a complete turn every 45 minutes -- that it almost matches fast-paced Tokyo. If the thought makes you dizzy, another buffet-style restaurant called Top of the Tower, on the 40th floor of the New Otani's tower, also has spectacular views of the city and offers Continental buffet lunches for ¥5,040 ($48) and dinners for ¥7,875 ($75).
