Campgrounds -- You'll find several national-forest campgrounds along the Elkhorn National Scenic Byway, including Union Creek Campground (tel. 541/523-4476; www.fs.fed.us/r6/w-w; reservations not taken), which is on the shore of Phillips Reservoir southeast of Baker City. Others can be found near Anthony Lakes.
