Before China's push to join the WTO, Chinese and foreigners were commonly charged different prices for the same service or merchandise. Now, the two-tiered pricing approach has virtually disappeared in large cities. Not so in Wolong. Hotels make no attempt to hide the fact that they charge "foreign guests" a few dollars more for a room.
