Frommer's Review
These bistros/bars are my favorites in Santiago (and everyone else's, too). Bar Liguria, with two locations in Providencia and El Bosque, is vibrant, warm, and the city's most frequented spot by actors, writers, businesspeople, and just about everyone else who comes to soak up the kitschy, bohemian atmosphere. The newest Liguria at Luis Thayer Ojeda Street has been a phenomenal success since opening day, due to its large and lofty upstairs dining room that allows energy to simply radiate through the place. The Manual Montt location recently expanded and now has two bars and three dining areas, without compromising its coziness. A fleet of bow-tied waiters provide fast and usually entertaining service. The Liguria serves ample portions of emblematic Chilean dishes (and a few Italian dishes), as well as hefty sandwiches and salads that are reasonably priced. If you're looking for an all-in-one dinner and drinking spot, this is your place. After 9pm, you'll have to wait 10 to 15 minutes at the bar before you get a table. (There are actually three locations in Santiago, but stick to the two mentioned here.)
