Frommer's Review
If you're looking for ultracheap digs but don't like the idea of a hostel and Hotel París is already booked, the Residencial Londres is as good as it gets. Budget travelers opt for this hotel for its quaint period architecture and its cheap prices, and the picturesque ambience of the Barrio París-Londres neighborhood is a draw, too. The rooms are fitted with antique armoires, tables, and chairs, and some rooms have French doors, but these are no-frills guest rooms with foam mattresses and often a bare bulb for lighting. The bathrooms are pretty grim, too, with peeling paint and battered fixtures, and there is no heat during the winter. Still, there's so much charm at the Residential Londres that you'd be willing to overlook a lot of the hotel's shortcomings. There are common areas such as a TV lounge and an interior patio.

Frommer's ranks every hotel, restaurant, attraction, shop, and nightlife establishment it reviews for quality, value, service, amenities, and special features using a star-rating scale, an expression of the strong compare-and-contrast opinions that are a brand hallmark.
Other ratings provide stars based primarily on price and amenities; the Frommer's star rating is meant to quantify the kind of intangible, experiential elements that help travelers make informed decisions.
The "baseline" recommendation is zero stars--every hotel, restaurant, attraction, shop, and nightlife establishment that Frommer's chooses to review is recommended; otherwise, we simply wouldn't include it.
