You’re unlikely to stumble across this unassuming bar on a traffic circle at the bottom of the hill just outside the old town—but it may just be the best tapas experience in Toledo, and certainly the best value. At lunchtime it fills up early with locals tasting a selection of excellent local wines accompanied by modern pinchos stacked on the counter. The good news is that these snacks—blood sausage with fried quail’s egg and padrón pepper, anchovies and goat cheese, mini-sliders on black bread—come free with your drinks. After that, they serve great-value traditional lunches in the dining room at the back. If you plan to visit the Hospital de Tavera down the hill, make sure to time things to include tapas or lunch at El Peñon. Then take the nearby escalator back up the hill.
