In one of the liveliest sections of town, a short walk from the train station, this hotel isn't for light sleepers. It's usually filled with budget travelers, including many students from northern Europe. The lobby level has professional French billiards, heavy Spanish furniture, and a view of a small courtyard. From your window or terrace you can view the promenades below. The small rooms, which contain tub/shower combos, are furnished in a simple, functional style -- nothing special, but the price is right.
